There is a lot of crime, so be careful and don't pick a place that is very run down as it will be unsafe to stay and live there long term. The Section 8 housing voucher program was built to address the issue of unaffordable housing for people who live below certain income thresholds. Baltimore relies very heavily on Section 8 as many of the residents use that program to find rental units where they can only pay less than 30% of their overall income.
