The carpenter considers the above and is responsible for materials and construction (reliable or defects, testing). The buyer is responsible considering design, build and value (wise buy or not). The owner is responsible for the above and proper maintenance (neglect). The user is responsible for proper use (abuse). The non-moving four-footed bench base looks like the sturdiest part. The wood and bolts 'hinge' carries the weight of the tabletop, the other side, and any added load. The two bench legs on the other side have to hold the weight of people on that side. The arms appear to act as hinge-stops and supports on the two-legged side. I would advise against adults running and jumping into the bench or standing or dancing on the tabletop. (It looks strong enough to hold an adult's weight on the table.). Of course, those could be tests of the build quality.
