According to CNBC.com, San Diego is one of the 10 most expensive cities for renters to live. It has a population of more than three million with a median household income of $60,000 and a 28 percent rent-to-income ratio. The city of San Diego recognizes residents? unique challenges of affordable housing on its website, and explains that the HUD (U.S. Department of Housing and Urban Development) definition of affordable housing means housing costs not more than 30 percent of a household?s monthly income. San Diego has developed affordable housing goals based on the State Redevelopment Law, City Task Force on Affordable Housing, and the city?s comprehensive fiscal plans. The San Diego Housing Commission has many programs in place to assist renters.

Rent from San Diego Housing Commission. Residents with income of up to 80 percent of the area median income of $74,900 can rent one of SDHC?s 1,300 affordable apartments. Apartments are available at even more affordable pricing for low-income seniors and the disabled from SDHC.

Affordable Housing Resource Guide. The San Diego Housing Commission publishes an annual guide to affordable housing in the city. Low and medium-income renters can find out about rental assistance, the affordable housing rental list, housing services information, fair housing policies and rental waiting lists.

Rental Assistance. There is considerable assistance for low and medium-income renters in San Diego from the San Diego Housing Commission. SDHC offers its Achievement Academy free to families receiving housing (Section 8) assistance or living in SDHC rental properties. The Academy provides learning and skills improvement workshops and classes including job training, career and financial planning through several targeted programs:

The Family Self-Sufficiency Program is a five year program that helps adults with families by teaching career planning and goal setting, financial planning and saving, job training, and assistance to buy a home.

The Aspire Program is a three year program that helps adults with financial planning, including training in budgeting, saving, and credit, and a matches savings.

The Money Project is a three year program for young adults aged 15 to 24 that teaches money management and matches savings.
