#Renter Resources The Department of Housing and Community Development (HCD), serving as the Housing Authority of the County of San Diego, operates a number of housing programs for low-income families. The Section 8 Rental Assistance Programs are programs where qualified families have a portion of their rent paid to the landlord by the Housing Authority. To apply, please visit the Online Waiting List page. Current Section 8 participants Current Section 8 Newsletter is available along with other important information and forms. Port-In Procedures are now available. Please make sure to read this if you are interested in transferring your voucher to our jurisdiction. The Public Housing program is similar to the Section 8 Rental Assistance programs, but the rental units are owned and managed by the Housing Authority and its representatives. The Veterans Affairs Supportive Housing (VASH) program provides rental assistance to qualified homeless Veterans. This program is in partnership with the Department of Veterans Affairs. Besides the programs we administer, individual cities in San Diego County may have their own affordable housing programs. Please contact them for information regarding their programs.
