Below is a list of HDC-financed developments that are currently accepting applications for available apartments. Click here to download a map of open lotteries

HDC finances rental properties reserved for households that meet certain income restrictions, commonly referred to as either low-income or middle-income. Each posting specifies how many of each type of apartment is available. To see rental opportunities for low-income applicants, please click here. For middle-income rentals, please click here. To apply, please follow the instructions on the application information or advertisement posted for each development. All apartments are awarded through a lottery; your eligibility is determined by income. There is no application fee, facilitator, outside expediter, or broker involved in this process. Filling out the application for the specific project that is advertising available units is the ONLY way to apply for one of the apartments.

To review the income requirements for HDC programs please check here . PLEASE NOTE: Every application is thoroughly checked and all assertions with regard to income and other necessary documentation are reviewed by the developer and HDC to ensure compliance with the applicable program. Tax returns and income are verified with the IRS. If either HDC or the developer notices any irregularities, the file is submitted to the City's Department of Investigation for further investigation. It is a crime to falsify records.

Fraud Alert Warning to Apartment Seekers

FRAUD ALERT: Do not pay any money or fee at any time to anyone for an application to any HDC-sponsored housing project. HDC does not give out applications and there is no general application for HDC projects, as they are privately owned. Never include personal documents with an application. If your application is selected for processing, documents will be requested by the managing agent at that time. If you see an application for HDC developments that appears suspicious, report it to HDC compliance at Hdccompliance@nychdc.com  immediately.
