Landlords are requested to enter their units on the GOsection8 website. Landlords and tenants are not pre-approved or pre-screened by the Housing Authority. Tenants and landlords are responsible for doing their own background screening and for following their own approval process. It is expected that each party will sign at least a one year Lease Agreement. In addition, the landlord will sign a one year Housing Assistance Payment (HAP) Contract with the Housing Authority. In order for a lease and tenancy to be approved under the voucher program, the rent must be affordable for the family (tenant's share of rent and utility allowance can be no more than 40 percent of the family's monthly income) as well as reasonable in comparison to the rental market. Many rents far exceed the payment standard and are therefore not viable for the voucher program. The unit must also meet Housing Quality Standards as defined in federal regulations. Landlords are prohibited by the voucher regulations from requesting or accepting any payments in excess of the Housing Authority approved rental payments. Participants with the Housing Choice Voucher Program are prohibited by the voucher regulations from paying any amount in excess of the Housing Authority approved rental payments.
