The Ottawa apartment heat By-law #201-89 says rental units should be kept at 20 degrees Celsius (68F) from 6 am to 11 pm, and 16.67 degrees Celsius (62F) from 11 pm to 6 pm. If your heat is not maintained at least at those temperatures, then first complain to your landlord, then you can call the City of Ottawa, either your City Councillor or a bylaw inspector, regarding apartment heat by calling 311.
